ADDITIONS: BILL OF RIGHTS
I believe that it is a
fundamental right of any citizen of any country, including the citizens of the
RSA, to have total control over
his/her assets that he/she has acquired legally.
This includes the right to take such assets anywhere without the government of
the
day being able to prevent it.
I would therefore suggest that a
clause be included in the Bill of Rights that safeguard citizens of the RSA
against any laws, including exchange control laws,
that would restrict the right
of a citizen of the country to move his/her assets to another country if he/she
wish to do so.
Furthermore, I believe that it is a fundamental right of
every citizen of the country to be safeguarded against false promises made
by
politicians, particularly during election campaigns, but not restricted to
election campaigns, in order to gain votes. All over
the world we have this
happening every time there is an election campaign taking place. It should be
possible for the citizens of
the country to take legal action through the
constitutional court to bring action against politicians that commit this
serious crime
against the voters. Such politician, if found guilty of such an
offence by the constitutional court, should be suspended from further
political
activity for a period equal to two parliamentary periods. In the case of a
second offence of this nature, such a politician
should be barred from political
activity for life.
I therefore also suggest that a clause to this
effect be added to the Bill of Rights.
These two suggestions may sound
wayout. However we have the ideal opportunity to show the world that we are
honest with our attempt
at creating a fare democracy. Fare also in the sense
that the persons that chose politics as a career are restricted from committing
blatant dishonesties against the masses that voted for them.
Thank you
the opportunity to make these suggestions. Prof D. E.
