Provinces that multilingual 1 multicultural - no unscrambling must attempted or planned. in Kwazulu - Natal the Dominant and predominant culture will be Zulu., I
would humbly propose:- To give sizeable minorities such as Indians, Afrikaners and English - small
Geographical areas where-ever they form, at present, numerical
majorities e.g.
Indians in lnanda and NT districts certain cultural and linguistic say
(autonomy) - no states or provincial status
- just a cultural linguistic
heartland. The Zulus will have same by way of the trust created for the former
Kwazuiu areas. The same then be applied to Eastern Transvaal and Northern Transvaal which
are not Homogeneous but multicultural/multilinguaistic. Creating one unitary state for widely differing peoples who can exist
independently e.g. Lesotho, Swaziland, Botswana and numerous
small states in
the world will be a mammoth task, success will be difficult. A federal United South Africa has a better chance of long-term
survival. Dr H B Narain |
