I thank you for the opportunity invited.

I believe T.V is the mechanism that can re-create the Greek Forum atmosphere for debate & public participation in public decision making.

It is imperative that the population is given identification papers & regions must be divided as in an army, where you have groups of not more than 1000, people, physically near each other, who can communicate with constitutional regional representatives reverting to municipal blocks. This works for chain connection.

There should be a parliamentary communication centre for every 10000 people in each vicinity, serving to feed correspondence & information & participation up & down - also including technological help from the agriculture, forestry cum csir level to the population & identifying group financial projects for participation & development for their own sector- development of kibbutz like community projects. These can be voluntary centres if not enough funds are available.

Each member of parliament &/or Constitutional Assembly must provide an address - fax, phone & mail with secretaries for receipt of correspondence & suggestions so that direct person to person - not only group to group communication can take place. In telephone book registration of population needs to occur immediately as possible to enable the referendum potential to be exercised as swiftly as possible - this would be a solution to impasses created eg. civil servant dilemma of employed guarantees.

Anglo Alpha, believe, from the newspapers, have a patent for solar power eg. TV & household use device. I understand that it is possible by recording energy usage of electricity demand (as opposed to solar) to record channel popularity - perhaps people could signify the acceptance or non-acceptance of principles by switching on & off electric lights &/or TV sets to ideas proposed & debated on TV. I believe all Constitutional participants &/or parliamentarians &/or spokesmen for the populations should identify their stance so that people of like view could choose to identify & communicate with them & the proponent most closely resembling their own view.

I believe weekly-by weekly or even daily programmes of parliamentary debate must be shown to the public on a channel devoted only to public affairs. I mean actual parliamentary debate so that the people can actually see what & whom they are voting & represented by & for! I believe criticism & awareness will make for far better parliamentary behaviour & legislation.

TV channels should be in different languages and language instruction of all groups should be an important part of all programmes on TV, to encourage people to understand each other.

The Constitutional Assembly should each month set before the public the topic area that they anticipate to be working on in the forthcoming month so that public participation can be prepared.

It must be borne in mind that we are a society in which the mega monopoly has only one powerful potential counterpart & that is labour. Labour has to be increasingly sophisticated in education to deal with the ultra convoluted strategies invented to procure dominance. TV is the one media available to educate the entire populace rapidly & effectively, particularly solar TV.

As in & at UNO all activities should be simultaneously translated into each channel for public participation.

Do not be afraid of press and radio critics, we're all human & the ANC is doing a marvellous job & you have all my admiration & support in the creation of our new society.
