Dear Sir,

My concern is with the nun~ of people in the proposed C onal Asmnbly. I see that it is proposed to have 490, 400 from the National As~ly and 90 from the senate.

Consid@g the National As~ly, I believe that only about 50 of them wdl take an active pan m the govemmg of the country. Others wdl be of mm ~ value and a further munber wdl be needed to enwm repmw~on from the many groups wluch we have. There will stills be a @e number who can only be described as parasites.

A reduced National Assembly has at least the follo@ favourable consequences.

1. COST. If we can reduce the number by say 200, then the saving in

salary/allowances and back-up staff will be at least R40 million, money which can be better on Education or the RDP.

2. EFFICIIENCY A N.A. of the size proposed is too large to be efficient. All my experience in business and consulting tells me so.

3. VALUE TO GDP. The 200 which wifi now not go to the N.A. will (mosdy) be talented men who wdl be of infinitely greater value to the country practising their talents in business or organisations which desparately need good people and adding to the wealth of the country instead of consuming it.

4. KNOCK-ON EFFECT Reducing the size of the N.A- may mean that the size of the second tier and third tier government bodies wdl also be reduced with further savings and increased efsciency.
