ATTENTION THEME COMMITTEE 11 Dear Sirs,
STRUCTURE OF GOVERNMENT
Provincial office bearers Should be elected for a five year period. Each candidate should be put up for election by the different parties on merit and qualifications for a position. The office bearer should be responsible and accountable to the electorate. Salaries and benefits should be negotiated by the electorate. Total transparency of all Provincial matters is important.

LOCAL GOVERNMENT

Political Parties to Put up suitable candidates for election into specific areas of Administration for a three year period of office.
The electorate to elect the person (not the party) into office. The person is responsible and accountable to the electorate. Local Chiefs should be included in the candidates and not instated simply because of custom. Salaries and wages should be agreed by the electorate. 1, as an individual, don't apply for a work... position and then tell my employer how much I want to be paid.

Dear Sirs,
I would like to see a democracy where every South African over the age of eighteen is registered on a voters role in his/her place of residence.

Voters would vote for individuals (not the party.) to, fill the Ministerial positions in Central Government and in Local Government (the person qualified for the position).

A period @.f office of five years with a further election period possible. The person/s elected would be accountable to the electorate and not to the party.

As the members are elected by the people to do a .,job of work, so should their salaries and perks be negotiated by the people. Total transparency of all Government matters - no secrets.

PUBLIC SERVICE

Directors of various departments must be accountable and responsible to the heads of Local Government.
The departments must be run on business principles.
No over-employment, run efficiently and employees must be qualified for the work.....
Wages and benefits available to normal business employees (riot blue chip companies).
This service must be open to public scrutiny and suggestions.

FINANCIAL INSTITUTIONS AND PUBLIC ENTERPRISE

Dear Sirs,

FINANCIAL & FISCAL COMMISSION

I would like to see a free and equal enterprise system for South

Africa.

I would like to see controls in place to govern the various enterprises so that all compete on an equal footing (street vendors are not equal).

Salaries for all. Government departments should be open for endorsement by the people who, in fact., pay them their salaries.

I would also like to see a small business Employers Union formed so that Government ran get feed back from the small businesses of

South Africa.

policy should be put in place to encourage entrepreneurship.

Education must be programmed to give pupils the tools necessary to be productive workers on leaving school. Creative and

inventive thinking should be enforced in all subjects.
