With regard to the new constitution for South Africa,
I feel that the following safeguards should be included for the protection of
taxpayers money and to avoid corruption.
I. Any civil servant - central,
regional or local - found guilty of theft or corruption should be: a}
Dismissed without pension priveleges b) Obliged to recompense fully - or to
the total value of his/her estate - the theft from the taxpayer. 2. The head
of the offenders department,i.e director general ‑and the immediate
supervisor concerned, should be dismissed immediately. 3. The Minister (or
Mayor/etc. in local government) and their deputy (political heads) of the
relevant department be issued a first
warning unless directly implicated,
whereupon clause I. would apply and, in the event of a second occurrence,
instant dismissal must
apply, with concomitants loss of privileges regarding
pension/goIden handshakes', etc.. 4. Guidelines covering abuses regarding
nepotism and favoured treatment should also be formulated, so that no tax-paid
person is under
any illusions as to what constitutes right
andiwrong.
Only with these provisions can HONEST and DILIGENT government
be assured, as corruption and crime in government can only exist through
a lack
of SUPERVISION, and 'buck-passing' cannot be tolerated.
