EDUCATION
Although no Theme under which
education could be classed appears in the Constitutional Talk of 13-26 January
1995 No. 1, I presume
this letter will be forwarded to the appropriate
Committee.
With regard to education, provision should be made to
allow children of different ethnic groups to mutually share a specific school
(!+ there is a shortage of school facilities to accommodate all pupils) but not
on the principle of double medium education but rather
through parallel
medium.
Scholars of different ethnic groups can thus be
accommodated and receive tuition in their own mother tongue or alternatively in
English
if they would rather prefer that medium. If, however, there is a group
which would prefer to receive tuition in their own mother
tongue, they should be
allowed to be educated in that medium provided that they constitute a
considerable percentage of the scholars.
To promote mutual
understanding and social mixing between the groups, the classes in all languages
being taught should be mixed and
all should together participate in extramural
activities.
