As requested on our radio, I am taking the
liberty of suggesting a few essentials, as I see them,,to be written into this
new, and
hopefully, final constitution for this wonderful land of ours.
I
am listing my suggestions in the order of importance, as I see them.
1
. Have only one OFFICIAL LANGUAGE, namely ENGLISH.
I fully support the
spoken and written use of all our eleven language groups (1 myself am fluent in
Xhosa, Afrikaans and English,
with a preference for Afrikaans), but English is
(a) a universal language and (b) seems to be the choice of our black citizens
who
re in the vast majority in this country, when speaking in public and (c)
quite a few percentage of white South Africans speak english,
and all whites and
coloureds understand it.
2. An ENTRENCHED INDEPENDENT JUDICIAL
SYSTEM
This means a system that will be free of parliamentary or
political interference or strangulation. In this system will also be a
panel of
1 5 Supreme Court Judges, (end page 1) elected by all the judges of the
R.S.A. sitting as a selection panel. These selected 15 judges will a
responsible for
monitoring all legislation passed by Parliament before such
legislation becomes law, and also for over-seeing all judicial matters. This
panel of judges will hold office for three (3) consecutive years, and will be
eligible for re-election for a further period. All matters brought to their
notice, as also all legislation will need a two thirds (2/3) majority vote for
approval.
3. EDUCATION. ONE INTEGRATED DEPARTMENT OF
EDUCATION
All schools to be integrated from Sub A immediately, and this
to be written into the Constitution. No longer will there be exclusively
black,
coloured, indian or white schools, and schools will not be based on language i.e
starting now f rom Sub A. Children who play together from Sub A learn each
others language, culture, customs, values, history plus learning tolerance,
equality and acceptance of each other.
4. LABOUR (a) Ability and (b)
Suitability and (c) Imported Labour
The applicant for a job with the best
qualifications and ability and suitability will get the job, irrespective of
colour, creed or
race and;
(c) No immigrant labour to be employed within
our borders, unless local labour is unavailable.
5. Members of
Parliament. Should an elected M.P. wish to cross the floor, he may only do so
after consulting his constituent for
voter approval, fairly which such M.P. must
resign and a by-election held in said constituency. This ruling to apply even
to Cabinet
members. Furthermore all M.P's must reside in their constituent
area.
