Dear Sir



I propose that South Africa's Finances be administered in a radically different manner to the present
The cases of misappropriation and mismanagement of 5 A'% finances and for that matter many other Countries are legion and I believe that what I recommend will go a long way to eliminating both fraud and bad control.
Running South Africa, like any country, is a purely business matter and as such require. the bent input from the bent the Country has to offer.

We have the best so therefor, broadly put;

1 The physical business of money in removed from Government and in placed under the control of a select group of accredited t Financial specialists. This group will control and ram-manage all matters - The collection of all revenue and the apportionment in accordance with the country’s needs.

2 11 The country’s needs '' a" arrived at from recommendations by the Government which should obviously still have a Minister of Finance et al and who, after due consultation with the Prime Minister and follow Ministers, will prepare a-Budget

3 This Budget In then presented to the Financial Specialists who will asses the requirements, which must also have been tabled in an order of priority by the Government. Allocations made will be strictly in accordance with what the coffers ( including I M F ate loans/ other borrowings ) car, support.

The "Financial Specialists" must have NO involvement with the Government wither directly or indirectly and this refers to family and relatives. Their previous track record and performance must have been exemplary. They are elected to office for two yearn from nominations by their peers and members of the general public and must retire without the option of re-election,

for a further period of two years. Elections will be fully public

and those already in office are prohibited from submitting nominations.
