INTRODUCTION AND BACKGROUND

[1] On the 10^th November 2009 the office of the Registrar of the Water Tribunal received a letter from the appellant requesting time to gather information with a view to lodging an appeal.

[2] The Registrar addressed a letter to the appellant on the 10 December 2009 pointing out that the Tribunal does not have the power to grant extension of time frames and only has the power to condone late lodgement of appeals and, further, advising the appellant to lodge an appeal and to apply for condonation.

[3] As at the 11^th August 2011 no application for condonation and / or an appeal had been received by the Registrar.
