by the PRESIDENT No.2 ELECTORAL ACT, 1992: BY-ELECTIONS FOR REGIONAL COUNCILS: KEETMANSHOOP RURAL CONSTITUENCY AND OLUKONDA CONSTITUENCY: AMENDMENT OF PROCLAMATION 51 OF 1992 In terms of section 48 of the Electoral Act, 1992 (Act 24 of 1992), it is hereby made known that the President ofthe Republic of Namibia has amended the Schedule to Proclamation 51 of 1992 by the substitution in Column 3 ("Returning Officer") (a) opposite the constituency Keetmanshoop Rural for the words "K. Nghihalwa, Ministry of Works, Transport and Communication" of the words "W.I. Louw, Ministry of Finance"; and (b) opposite the constituency Olukonda for the words "v. Collett, Ministry of Agriculture, Water and Rural Development, Windhoek" ofthe words "J. Rukambe, Ministry oflnformation and Broadcasting, Okakarara".
