The African Union (AU) is a continental union consisting of 54 sovereign African states. All recognised states in Africa are members of the AU, with the exception of the Kingdom of Morocco. The AU was created to replace the Organisation of African Unity (OAU) on 26 May 2001 in Addis Ababa, Ethiopia. It was later officially launched on 9 July 2002 in Johannesburg, South Africa. However, the African Union Commission, which is the secretariat of the AU, is still based in Addis Ababa. The heads of state and government of the AU's member states, collectively called the Assembly of the African Union, meet on a semi-annual basis to make most of the AU's essential decisions.
