S e c t i o n 28 A o f t h e T r a n s p o r t L i c e n s i n g O r d i n a n c e is herfe<teyjn 2 8 A amended by deleting subsection (4) thereof and substituting therefor following n e w Subsection: Ordinance amended "(4) Where a co-operative society is designated under subsection ( l ) t h e licensing authority shall, unless it is satisfied that the service proposed to be operated by the co-operative society is not n e c e s s a r y or desirable in the public interest, including the interest or interests of persons requiring facilities for transport, grant to the co-operative society a public carrier's licence or a road set vice licence, as the case may be. (5) Where the licensing authority grants to a co-operative society a licence p u r s u a n t to the provisions of s u b s e c t i o n (4) s u c h grant s h a i l b e in accordance with the matters and conditions specified by the Registrar under subsection (3): P r o v i d e d t h a t the licensing authority m a y , w h e r e it c o n s i d e r s desirable a n d after consultation with the Registrar, modify any of. such matters or conditions."
